Subject: Independent engineer request for submission of the Highway Inventory. All items comprised in project facilities upon the Project Highway from km. 0+000 to km. 60+000BHS—Reg.

References: Operation and maintenance requirements as per the concessionaire agreement (Schedule “L”).

Dear Sir,

This pertains to the subject matter discussed above and the reference mentioned earlier. It is to inform you that, the concessionaire is responsible or obligated

• To operate and maintain the project facilities.
• To fulfill the requirements outlined in the concession agreement.
• And, Schedule “L,” as stipulated in Section 2.1.10 of Schedule “L.”

Further, As per Section 2.1.11 of Schedule-L, the scope of operation and maintenance includes, inter alia,

Improvement: Improvements to the existing assets as per the requirements of concession agreement. And safety audits if any, in consultation with the independent engineer.

Road maintenance: This includes the following

A. Routine maintenance,

B. major maintenance,

C. periodic preventive maintenance,

D. Disaster maintenance, and

E. Inspections of the project highway.

Traffic maintenance and incident management

A. This includes enforcing regulations in conjunction with relevant authorities.

B. Hazard response.

C. Information gathering and dissemination, road patrols, and surveillance.

Safety: Safety encompasses various aspects of the following

A.      Accident prevention

B.      Aftercare,

C.      User behavior,

D.      Education,

E.       Enforcement,

F.       Data collection and analysis.

Facility management: Facility management includes periodic inspections, routine maintenance, rehabilitation, and expansion planning.

Road property management: These includes Highway Access control, Highway encroachment and Ribbon development with right of way on the project highway

The list of Highway facilities inventory as per Schedule C of the concession agreement are as follows

1. Toll plaza
2. Roadside furniture and roadside facilities
3. Highway lighting
4. Facilities for pedestrians and cattle underpasses
5. Tree plantations and landscaping
6. Rest areas
7. Truck lay-bys
8. Bus-bay pickup bus stops and bus shelters
9. cattle crossings
10. Development of a site for wayside amenities
11. Traffic aid posts
12. Medial aid posts
13. Vehicle rescue posts
14. Telecom system and
15. The highway traffic management system

As a result, the concessionaire has to maintain an inventory of all items in project highway. Those Contained in project facilities (the inventory) throughout the concession period.

Conclusion

In this regard, you are requesting to update the inventory. It’s reflecting the completed works and other modifications to the project facilities. It is a request to submit the up-to-date inventory to this office as of today at your earliest convenience.
