And, having examined the qualifications of the agency, M/s XXXXX pvt. ltd., that you submitted for pavement marking work, we found no objections.

We grant provisional source approval for thermoplastic road markings. Pavement marking material and glass beads will undergo joint sampling. Any independent laboratory with NABL approval must test it at the site, as per MoRT&H clause 803. This will be mandatory before use.

Furthermore, we will conduct a trial stretch. We will grant final approval only after verifying satisfactory results.

• Credential/Profile of the Company,

• The client may seek approval from the state government or the National Highway Authority.
• In-house quality control facility,

We further invite your attention to Clause 8.1 of Section 8 “Materials” of the IRC SP 84.

• The IRC’s general conditions for specified and unspecified material
• All materials used in work must conform to the requirements laid down for relevant items in the IRC/MORTH specifications. unless otherwise specified in this section.
• If the concessionaire chooses to use materials that are not included in the IRC/MORTH specifications,
• They must adhere to either relevant Indian standards or international standards.
• The use of proprietary products in comparable international road and bridge projects, along with authenticated licensing arrangements with the manufacturer, must prove their validity.
• For this reason, the concessionaire shall identify the proposed sources of materials and submit the proposal prior to or before delivery.
• But if it turns out that the suggested supply sources fail to deliver consistent and satisfactory results at any stage of the project, the concessionaire shall procure acceptable materials that conform to the specifications from other sources.
• When dealing with manufactured items, the concessionaire is required to provide details about the product, process, or system, which may include, but are not limited to:
• Please provide the name of the manufacturer, as well as the name of the product, process, or system.
• The general features of the product, process, or system, along with the specifications and standards adopted for them, are important to consider.
• Authenticated copies of the license or agreement
• Projects showcasing the successful application of the product, process, or system;

Subject: Observations and comments on third-party test results related to thermoplastic paints and glass beads—Reg.

Dear sir,

We reviewed the third-party test results for thermoplastic paints and glass beads as sent by the concessionaire. The provided documents did not include testing for the following parameters:

For glass beads:

There was no refractive index test, which should not be less than 1.50 according to Clause 803.4.3.3 (C) of the Mort&H specifications.

For thermoplastic paints:

• Test for skid Resistance has not been done (as per Clause 803.4.2.2, ii (c), it should not be less than 45 as per BS 6044).
• Test for the yellowness index has not been done (as per Clause 803.4.2.2, ii (g), it should not be more than 0.12 as per AASHTO M 249).

Please send us the test results for the aforementioned parameters at this time so we can give our final approval.
