Lane Closure Guidelines: According to CA, “The concessionaire must not close any lane of the project highway for maintenance or repair work.” Except with the prior written approval of the highway authority or independent engineer.

Additionally, the concessionaire will ensure highway safety standards as per Schedule S of CA. And, in a strict manner, comply with it in the event of any lane closure or diversion of traffic. The independent engineer carefully monitors adherence to Schedule S requirements.”

Lane closure: standard procedure

  • Each construction agreement has a rule about when a highway lane can be closed.
  • According to certain agreements, the norm for closing a lane typically falls.
  • The independent engineer adheres to the rules outlined in the contract.
  • The independent engineer itself has the obligations stipulated in the concession agreement.
  • The concessionaire must get lane closure approval in writing from the authority.
  • And lane closure requests should be submitted no later than seven (seven) days prior to the planned lane closure.
  • This request should include details indicating the following:
  • Nature and extent of repair works,
  • The length and section required to close
  • and the period of closure.
  • It also provides information on how long repairs will take.

Within 5 (five) days of receiving such a request,. The Highway Authority or the Independent Engineer will grant permission, making any necessary modifications as they see fit.

In this regard, we request that you send a Request for Inspe­ction (RFI) to an independent engineer.

When making the request, please define the locations for closure. The independent engineer could approve any lane closure if it meets the conditions.

Plans such as “Partial Closure of Existing 2-Lane Carriageway” or “Closure for Work on One-Side Carriageway of Four or Six-Lane Divided Carriageway” may follow, depending on the situation.

Please be aware of any unauthorized lane closures that occur without the prior written approval of the highway authority or an independent consultant. This is mandatory as per Clause 17 of the CA. Bituminous concrete overlay work was done on the Main Carriageway as part of routine maintenance. This program is scheduled for the period from January 1 to January 20, 20XX.

The proposed lane closure submission demonstrates that the lengths and durations vary.

  1. From km.8.000 to km.13.000 LHS for the period January 1, 2024 to January 5, 2024, and
  2. From km. 14.000 to km. 18.600 RHS for the same period.
  3. The proposed lengths of lane closure are 5 km and 4.6 km, respectively.

Our goal is to serve road users by reducing unnecessary delays and improving safety. This can be achieved by limiting exposure to highway work areas where incidents occur.

The length of the lane closure on the project highway should not exceed 2.5 to 3 km. This is to ensure that road users can travel through the highway work zones in a uniform and safe manner. Its purpose is to limit or minimize the impact on traffic.

  2. Traffic management will follow the reviewed Traffic Management Plan (TMP) with sufficient manpower.
  3. Deploy flagmen on both sides of traffic approaches to ensure safe passage for all vehicles. And to avoid untoward incidents.
  4. The safety team of execution must check traffic flow during closures frequently.
  5. Delays should not exceed 1–5 minutes beyond normal travel time.
  6. This same representative will adhere to the standards set in the management plan. about acceptable delays, adjusting the plan as needed.
  7. The management plan will establish standards for acceptable delays to the public. The work will then commence. Until these standards are not met, the traffic management plan will change and be reapproved.

What are the contractual provisions on delay in the opening of traffic upon closure of the highway lane closure permission time frame?

Clause 17.7.1 grants the concessionaire permission to close the designated lane for the duration stated therein.
