BI and BBD Test Letters

The Concessionaire,

Subject: Submit a program to run the BI and BBD tests.

Dear sir,

1. According to Section 4.1.2 of Schedule L of CA, the concessionaire must keep the project highway pavement in good condition. The concessionaire must ensure that the pavement’s unevenness index does not surpass 3000 mm per kilometer.
2. Furthermore, under Section 4.3.1 of Schedule-L, the riding quality of the pavement shall not exceed Three thousand(3000) mm/Km during its service life at any time.
3. Table L-1 of Schedule L mandates that the integrator test be conducted twice a year. The pre-monsoon BI test should take place in June, and the post-monsoon BI test should take place in November, immediately following the monsoon season.
4. According to Section 4.3.2 of Schedule-L, the project must annually assess the structural condition of its flexible pavement by measuring the deflections of Benkelman beams.
5. And calculating the characteristic deflections of homogeneous sections of the project highway in accordance with IRC-81.
6. If the characteristic deflection surpasses 1.2 mm, the project must provide an appropriately designed bituminous overlay in accordance with IRC guidelines.

According to the contractual condition, you must conduct the BI and BBD tests. You are hereby instructed to carry out the pre-monsoon/post-monsoon BI and annual BBD tests as per the provisions of Schedules L and J during the current month, preferably before May 31, 2024.

Dear Sir,

Pursuant to Section 4.1.2 of Schedule L, the concessionaire shall maintain the project highway in such a manner that the pavement’s unevenness index does not exceed 3000 mm per kilometer.

According to Section 4.3.1 of Schedule-L, the riding quality of the pavement shall not exceed 3000 mm/Km at any time during its service life. Table L-1 of Schedule-L mandates conducting the integrator test twice a year, ideally in May (pre-monsoon) and October (immediately after monsoon).

Please submit the program for conducting the BI test in accordance with Schedules L and J before May 31, 2024.

The BI text was conducted on May 15, 2024, and May 16, 2024, by the university testing team with vehicle-mounted Bump Integrator equipment (ROMDAS) in the presence of an IE representative for both MCW and service roads from km. 0+000 to 60+000 on BHS.

Subject: Review Observations and Comments on the Submission of Pre-Monsoon BI Test Results—Reg.

Dear Sir,

With reference to the above subject, you have submitted test results for the pre-monsoon roughness index survey of the riding surface of flexible pavement.

According to the test procedure, you must calibrate the instrument before using it for measurement, following the instructions in the operational manual. You do not submit the calibration certificate for the Vehicle Mounted Bump Integrator Equipment (ROMDS), along with the roughness results.

In the absence of the calibration certificate for the BI test equipment, the submission is incomplete.

Therefore, we kindly ask you to promptly forward the valid calibration certificate for the equipment you used, so we can consider the pre-monsoon survey report.

Dear Sir,

Regarding your submission of the roughness and unevenness index, I would like to share my observations.

1. On each side, we conduct the BI test between Km 0.000 and Km 50.000.
2. The calibration certificate for the bump integrator.
3. The project corridor does not conduct the BI test for service roads.
4. After conducting the tests and providing this office with prior information, you should submit the calibration certificate and roughness/unevenness report for service roads as soon as possible.
