  1. According to Section 4.1.2 of Schedule L of CA, the concessionaire must keep the project highway pavement in good condition. The concessionaire must ensure that the pavement’s unevenness index does not surpass 3000 mm per kilometer.
  2. Furthermore, under Section 4.3.1 of Schedule-L, the riding quality of the pavement shall not exceed Three thousand(3000) mm/Km during its service life at any time.
  3. Table L-1 of Schedule L mandates that the integrator test be conducted twice a year. The pre-monsoon BI test should take place in June, and the post-monsoon BI test should take place in November, immediately following the monsoon season.
  4. According to Section 4.3.2 of Schedule-L, the project must annually assess the structural condition of its flexible pavement by measuring the deflections of Benkelman beams.
  5. And calculating the characteristic deflections of homogeneous sections of the project highway in accordance with IRC-81.
  6. If the characteristic deflection surpasses 1.2 mm, the project must provide an appropriately designed bituminous overlay in accordance with IRC guidelines.

According to the contractual condition, you must conduct the BI and BBD tests. You are hereby instructed to carry out the pre-monsoon/post-monsoon BI and annual BBD tests as per the provisions of Schedules L and J during the current month, preferably before May 31, 2024.
