In reference to the previously mentioned topic, we, M/s.X TRANSCO, are building a 400KV QMDC line from XXXX Village to 400KV XXXX, spanning a distance of XXXX Kms, with the aim of transferring power from the XXXXX Thermal Plant (5X800 MW). We aim to enhance the voltage profile, boost reliability, minimize transmission losses, and expand power to the XXXXXX Lift Irrigation Scheme in XXXXX State.

We plan to string the conductor of the above-mentioned subject line between Loc. No. XX/0 and XX/0 across the aforementioned road crossing, as detailed below:

Subject: Review Observations of the Independent Engineer on Highway Traffic Block Permission—Reg.

Dear Sir,

With reference to the above-cited endorsement on the subject matter, we have reviewed the request letter received from Transmission Corporation of Limited for traffic block permission for the stringing of a 400KV conductor, which is proposed to cross at XXXX village between km XX+XXX and km XX+XXX on the project highway.

Upon verification of the said proposal, we are herewith furnishing our observations for your kind information and further proceedings.

Highway Traffic Block Permission: Review Observations

1. The applicant has given a very short period of notice, i.e., placed the proposal on January 1, 2024, and is planning to execute the work on January 2, 2024.
2. The applicant did not submit any proposal regarding the traffic management plan and other necessary actions for the executing contractor to ensure the safety and compliance of their workers.
3. The applicant is solely responsible for informing the local administration. (revenue, Gramme Panchayat, police).
4. Prior intimation and coordination with the concessionaire are required before the execution of work.
5. If damage to road furniture, plantations, or any other items (if any) occurred during the execution of work, the applicant or his contractor is solely responsible. He is responsible for restoring these items at his own expense.
6. While executing the work, the applicant or his contractor must take care of traffic management with the help of local police and with the assistance of concessionaire site staff. The applicant should make arrangements to accommodate emergency health care vehicles and ambulances.
7. It is necessary to communicate a revised program for stringing lines at least 7 days in advance.

Upon fulfilling or considering the above-mentioned points, we may permit the applicant to string a conductor at said locations.

In continuation of our earlier submission (letter 1 above) and in response to your communication, we are submitting the revised program for stringing and traffic management plan, as detailed below: We are hereby submitting the revised program for stringing and traffic management plan, which is detailed below:

Traffic Management Plan for Highway Traffic Block:

A traffic block is required for 15 minutes for each interval. The above table dictates that the entire road will allow traffic for the next 15 minutes, without any diversion of traffic.

We will manage traffic with the assistance of local administration, including the police, Grama Panchayat, and Revenue Authorities, by providing prior notification. We will also arrange for the entry of emergency medical vehicles or ambulances.

The work-executing agency will make the necessary arrangements for the workers’ safety at the work site.

Hence, it is requested to arrange traffic blocks in six spells (15 minutes) each for two days as above for the stringing of the conductor of the above-mentioned subject line across the highway (highway number) near any land mark. Your cooperation is very appreciable.

Subject: Independent Engineers Comments on Submission of Revised Stringing Program Schedule—Reg.

Dear sir,

This has reference to the subject matter above and reference 4 cited above. We have reviewed the revised work program and compliances submitted by Transmission Corporation of Limited (TCL) for traffic block permission for stringing of conductors on the project highway between chainages from km. XX+XXX to km. XX+XXX near the land mark in XXXX village.

Upon review, TCTL found the revised proposal or program to be in order. And hence, the applicant may be permitted to string the HT line with the traffic block or allow timings submitted by the applicant via letter reference (4 above).

The work shall be carried out with prior intimation and coordination with the concessionaire. If any damage occurs to road furniture, plantations, or any other items during the execution of the work, M/s TSTL is solely responsible and will restore them at his own cost.

Subject: Tree trimming and chopping required for execution; request for electrical clearance

In this context, we are pleased to inform you that, with your kind support, we received permission from your good office for the stringing of the 765 kV line. (as reference letter XX cited above)

During the execution of work and for electrical clearance, we required some trees to be more than 5 meters tall for chopping or trimming of branches. The tree list is as follows:

Subject: IE observations and comments on tree trimming and chopping.

Dear Sir,

While enclosing a copy of the request by XXXX Transmission Limited, cited at reference 2nd, the Highway Authority has requested inspection remarks and recommendations from IE on the subject through reference 1st cited.

Accordingly, IE observes and reports the ground conditions and recommendations as follows: Here, we present the site condition in tabular form:

It is observed that 27 no. of trees fall in the earmarked zone for plantation out of the 28 no. of trees on the ROW premises.

The execution and maintenance team of the aforementioned Transmission Limited has informed us that branches and foliage exceeding five meters act as permanent obstructions during the operation stage. And hence, we need to be relieved. The width of clearance needed is from Ch. XX+000 to Ch. XX+000, i.e., approximately 80 meters.

IE’s remarks and recommendations

• The applicant (i.e., XX Transmission Limited) has requested permission for the chopping and trimming of branches whose height is more than 5.0 meters without submitting a consent letter or NOC from the concerned Forest Department.
• We advise the applicant to submit the Forest Department’s consent letter or NOC for the cutting or trimming of trees in a specific section.
• Upon submission of the said consent letter or NOC by the applicant, the Road Authority may grant permission for chopping or trimming trees subjected to the conditions and norms of the Forest Department.
