Further, the soft shoulder portion from Km.16+050 to 16+150 shall be suitably/appropriately marked with hatch marks as prescribed in the codal provisions of IRC 35 as a traffic calming measure. It is requested that the location is to be inspected by safety in-charge of concessionaire and other additional/necessary/warranted safety measures along with the notified measures shall be provided to the discretion, knowledge and site circumstances. It is make sure that the proposed and undertaken measures should be ward off the vehicle overturns and in aid to reduce the speed of vehicles for the safety of highway users. |
Contractual aspects
It is that the above Site Instruction for necessary Action has reference to CA schedule- L clause 6.1, it states that Safety measures during Operation Period: The Concessionaire shall develop, implement and administer a surveillance and safety programme for Users, including correction of safety violations and deficiencies and all other actions necessary to provide a safe environment in accordance with this Agreement.
The Concessionaire shall submit to the Highway Authority before the 31″ (thirty first) May of each year, an annual report (in ten copies) containing, without limitation, a detailed listing and analysis of all accidents of the preceding Accounting Year and the measures taken by the Concessionaire pursuant to the provisions of Paragraph 6.1 of this Schedule-L for averting or minimizing such accidents in future. |
