Unauthorized road lane closure
To
The Concessionaire, The letter pertains to the unauthorized Lane closure under Article 18 of the Concession Agreement-Reg. Dear sir, During site inspection, we saw an unplanned lane closure between km. 10+000 and km. 12.0000 on the project highway. In this regard, we request that you send a Request for Inspection (RFI) to an independent engineer. When making the request, please define the locations for closure. The independent engineer could approve any lane closure if it meets the conditions. Plans such as “Partial Closure of Existing 2-Lane Carriageway” or “Closure for Work on One-Side Carriageway of Four or Six-Lane Divided Carriageway” may follow, depending on the situation. Conclusion Please be aware of any unauthorized lane closures that occur without the prior written approval of the highway authority or an independent consultant. This is mandatory as per Clause 17 of the CA. If this occurs, the Highway Authority would charge damages under Concession Agreement Clause 17.5. We appreciate your prompt response to the points mentioned above. Thus, once again, you are appealing to strictly comply with your obligations to fulfill the requirements of the concession agreement. Thank you for ensuring our best services. [Yours,] [Insert the name of the authorized person]. |

Review observations and approval of lane closure.
The following letter template relates to the review and approval of the lane closure. This refers to the concessionaire’s request for lane closures for periodic maintenance work. This is as per Article 17.7 of the CA.
To
The Concessionaire, Subject: Approval of the highway lane closure request with certain observations. Dear sir, In view of your traffic proposal, we’ve reviewed your lane closure submission. It’s about the major maintenance of the pavement surface. Bituminous concrete overlay work was done on the Main Carriageway as part of routine maintenance. This program is scheduled for the period from January 1 to January 20, 20XX. The proposed lane closure submission demonstrates that the lengths and durations vary.
Our goal is to serve road users by reducing unnecessary delays and improving safety. This can be achieved by limiting exposure to highway work areas where incidents occur. The length of the lane closure on the project highway should not exceed 2.5 to 3 km. This is to ensure that road users can travel through the highway work zones in a uniform and safe manner. Its purpose is to limit or minimize the impact on traffic. Conclusion: Thus, under the above condition, you must submit a revised plan for lane closure. The plan will include a temporary construction median opening at a suitable location. The proposed temporary median opening is between the chainages from km.8.000 to km.12.000 and km.14.000 to km.19.000. We approve the remaining sections of the requested lane closures, subject to the following conditions.
The Highway Lane Closure Request has been approved with conditions.
Thank you, and we will always provide the best service. [Yours Sincerely,] [Insert the name of the authorized person]. |
