Dear sir,

As the overlay work is ongoing, it is important to treat the cracked pavement locations. Please refer to Clause 4.4.7.1 in Schedule L of the Concession Agreement. This clause (parts i through iv) insists on repairing all cracks on the roads before overlaying with BC.

You were further directed to rectify pavement surfaces with a rut depth deeper than 10 mm. The rectification procedure is based on sound engineering practice and follows directions laid out in the IRC 82 Code of Practice for maintenance of bituminous road surfaces. And, according to Clause 4.4.7.2 of Schedule “L” of the Concession Agreement,.

Please submit a compliance report on preventive maintenance in accordance with the CA. We needed this for our records.

Further, during the site visit on January 1, 2024, we noted that the renewal BC course was in progress at Km. 15+000 on the LHS carriageway. This was done without providing suitable treatment for the distressed pavement location. The site engineer applied only a tack coat and laid a 40-mm-thick BC course. When I asked your site engineer about this serious lapse, they couldn’t give any good reasons. 

This notice pertains to the procedures for preventive road maintenance work.

On the site, we noticed the menial work handled by the supervisors. This wasn’t in line with the concession agreement’s spirit. In the future, we will not tolerate such practices.

It was further instructed that all distressed pavement locations will be rectified in the carriageway from median opening to median opening, approximately 2 km.

But, only after verification by the independent engineer to his satisfaction about the curing of distresses will we allow BC on the treated pavement.

We’ve included photos of the faulty pavement. It was being patched without proper treatment. You’re advised to make sure your supervisors deliver high-quality work as per CA.

Furthermore, under Clause 4.4.7.1 (i, ii, iii, and iv) and Clause 4.4.7.2 of Schedule L of the Concession Agreement, we remind you.

You are further advised to observe the provisions of the CA as follows: various surface defects and treatment procedures; and carry out the renewal of the wearing surface of the pavement of the road without giving any chance to complain.

Letter on Preventive Maintenance of the Road: Various Surface Defects and Treatment Procedures

  1. Cracking
  • Cracking of bituminous pavements will include all types of cracks, such as hairline, alligator, longitudinal, transverse, shrinkage, reflective and edge cracking, linear and slippage, etc.
  • For any 50 sections of pavement, the cracked area should not be more than 10% of the pavement surface of that section, and/or the cracked area shall not exceed 0.5 sq m at a place.
  • We will complete the treatment within 7 days of their detection. We will follow the treatment protocol as outlined below:
  1. Fog sealing is in accordance with MORT&H Specification 3004. Roads and bituminous work require maintenance and repair. Sealing cracks smaller than 3 mm wide and causing pavement to settle up to 10 mm deep is necessary, covering an area greater than 0.5 sq m at one location.
  2. If the width of the cracks is more than 3 mm, resulting in the settlement of pavement up to 10 mm in depth and exceeding an area of more than 0.5 sq m at a place, such a cracked surface shall be repaired by slurry sealing under MORT&H Specification 516. Base and Surface
  3. Patching in accordance with MORT&H Specification 3004 is required if the cracked portion has settled more than 10 mm and its area exceeds 0.5 sq m. Road maintenance and bituminous work are integral aspects of maintenance and repair.
  4. Alligator cracks must be repaired permanently using hill-depth patching. We will repair the slippage cracks by removing the affected bituminous layer and replacing it with a surface patch. If shoulders with edge cracking are not providing adequate lateral support, we will reconstruct the shoulder using high-quality materials.
  5. Rutting

For any 50-meter section of pavement, there shall not be ruts deeper than 10 mm, and/or the length of rutting should not be more than 5 m. Within 15 days of their detection, we must complete the treatment. We must rectify or correct the pavement surface at such locations, following the directions outlined in IRC 82-1982 and adhering to sound engineering practices.

  1. Corrugations and Shoving

If corrugations and shoving in the pavement area exceed 1 sq. m at any place and the depth or height of the corrugation or shoving exceeds 10 mm, the same shall be rectified or corrected within 2 days after its detection, as per directions laid out in IRC 82. Code of Practice for Maintenance of Bituminous Road Surfaces and based on sound engineering practice.

  1. Settlement or Grade Depressions

If the settlements and grade depressions exceed 1 square meter in area and their depth is within 10 mm, such defects shall be treated within 3 days after detection as per directions laid out in IRC 82-82 and based on sound engineering practice.

  1. Upheaval or Swell

For any 50-meter section of the pavement, there shall not be upheaval or swell that exceeds 0.5 square meters in area; if its height is more than 10 mm, the same shall be treated within 7 days after its detection as per the directions laid out in IRC 82. Code of Practice for Maintenance of Bituminous Road Surfaces and based on sound engineering practice.

  1. Raveling

You must fix the raveling of the bituminous surface within 7 days by applying a slurry seal treatment in accordance with the MORT&H specification, provided it doesn’t cover more than 3% of the pavement surface in that 50-meter section and/or more than 1 square meter.

  1. Potholes

There shall not be any potholes on the pavement surface. Regardless of their size and depth, we must repair potholes by patching or filling them in accordance with MORT&H Specification 3004. As a result, we must immediately repair potholes that pose a safety risk, as well as repair other potholes within two days of their detection.

  1. Skid Hazards

According to BS-812 Part 114ASTM-274, the pavement surface must maintain a skid number of at least 55 when tested. Regardless of size, we must correct skid hazards by improving surface drainage and skid resistance, which includes cleaning the surface of contamination, applying surface treatments, or milling or resurfacing.

  1. Bleeding or flashing

If the bleeding surface area of a 100-m section of the pavement does not exceed 1 m and the pavement surface of that section, along with the bleeding surface area, does not exceed 0.25 sq m, then the area should be treated immediately. The same shall be treated immediately within a day after its detection by IRC: 82. Code of Practice for Maintenance of Bituminous Road Surfaces or any other relevant guidelines in consultation with tire IC.

  1. Edge deformation or breaking

If the pavement’s edge breaking exceeds 1 meter in any 100-meter section, or if the width of the edge breaking exceeds 0.1 m at a specific location, it warrants immediate treatment. Under IRC:82, we must promptly address the issue within 24 hours of its discovery. The IC should consult the Code of Practice for Maintenance of Bituminous Road Surfaces or any other relevant guidelines for further guidance.

  1. Loss of Cover Aggregate

If the pavement’s area exceeds 1 square meter and there is a loss of cover aggregate, on the other hand, the seal coat treatment will be applied.

  1. Longitudinal or Transverse Streaking

If the pavement surface exhibits longitudinal and transverse streaking in an area larger than 5 sq m, applying a fresh surface treatment will address the issue. Alternatively, the streak surface may receive a second treatment. 4.4.8. Should any defects other than those mentioned above arise on the pavement of the project highway, the concessionaire must rectify or correct them. The concessionaire must rectify or correct the defects in accordance with the guidelines provided in IRC 82, the Code of Practice for Maintenance of Bituminous Road Surfaces, and in accordance with sound engineering principles.
