Please refer to the above mentioned subject and site visit of our staff on dt 05.09.24. Despite several Instructions you are neither improving the safety requirements at site nor completing the pothole repair work at site. The list of locations where safety sign boards to be provided and potholes to be repaired attached for your reference

Hence, time and again, please improve the safety standards at site/complete the pothole reparing, with immediate effect.

Case 1: Steps for Road Safety to Prevent Accidents at Median Openings

1. At the Km. 10+000 point, a key intersection exists. The junction has crossroads on both sides of the Main Carriageway.
2. Zebra crossings are needed near the intersection.
3. To prevent accidents, it must put in place the following additional safety measures:
4. The Main Carriageway LHS should have the caution sign “Cross Road Ahead” installed.
5. In addition, the “STOP” sign must be fixed on both sides of the crossroads just before entering the Main Carriageway.
6. Both end tips of the median should have the Object Hazard Marker signboard.
7. In addition, the IRC 99 “Guidelines for Traffic Calming Measures in Urban and Rural Areas” recommends providing suitably designed rumble strips or speed breakers on the right-side crossroad.
8. Additionally, both sides of the median should have traffic blinker signals fixed. This comes from the IRC’s 93 Guidelines on the Design and Installation of Road Traffic Signals.
9. Signs such as Cross Road Ahead, Hazard Marker, and STOP are required. We must adhere to the IRC: 67 Code of Practice for Road Signs.

Case 2: Steps to Take to Avoid Accidents at the Unauthorized Median Cut

At Km. 40+500, the ‘B’ village road meets the Project Highway on the RHS. Local residents have created an unauthorized median opening for their convenience. This unauthorized median opening has become a safety hazard. Its closure is necessary, with the assistance of local administration and authorities.

Case 3: Road Safety Measures and Actions to be Implemented for the Prevention of Accidents at 26+500 Junction

It is advised to take preemptive steps and traffic-damping measures at the 26+500 junction. Measures like collapsible barrier gates on the highway, paired with reflective tape for night visibility, are recommended. Please look into this.

Case 4: Other safety measures proposed to reduce accidents are as follows:

1. The size and color of road signs, hazard markers, object markers, and traffic impact attenuators used should adhere to IRC-67.
2. To warn road users about the display of hump signs at major junctions, it is recommended to be 75–100 meters before the humps.
3. The sign board’s visibility suffers at super-elevation portions. Instead, place the sign boards on both sides of the carriageway, specifically on the shoulder and median sides.
4. The road studs at junctions sustain damage. Vehicle tires and cross-traffic impacts frequently cause the paint of zebra crossings and humps to fade.
5. The site requirements dictate the placement of new studs in these areas, irrespective of the schedule program.
6. Additionally, we should conduct routine painting to ensure the safety of road users.
7. We request the implementation of the above recommendations to effectively prevent accidents.

Conclusion

As per the O&M obligations of the Concessionaire according to the contractual provisions of the CA in light of steps to avoid accidents.

We advise you to take the required actions and pass on the action report to our office for late submission to the authority.

Dear Sir,

The Main Carriageway junction openings have humps at three locations: km. 6+000, km. 21+250, and km. 38+600. These are unscientific, harsh, and not as per specification. As a result, the BC surface has undergone undulations near humps.

Furthermore, the hump at the service road part at Km. 45+000 (XXXXX Village) is not up to par. This needs to be rectified.

We hereby instruct you to remove the humps and install rumble strips at the above locations under IRC standards, adhering to the guidelines outlined in IRC: 39–1983.
