In order to attract more donors who can donate blood, it is proposed that it will be more useful if there is a written slogan to the effect of “Donate Blood.

And to fix up the same with the help of some clips to the toll gate rod that allow vehicles to pass after payment of the toll gate fee.

And this would certainly attract the attention of the occupants of cars or other vehicles that will necessarily stop at toll plazas so as to encourage them to donate.

This is not only a service to mankind but also to save the lives of humans who are on deathbeds and require blood for survival.

I, the undersigned, kindly request that you instruct the concerned parties to allow us to erect such slogans at all toll gates of the project highway.

Help us in this noble endeavor by marking a copy of the same instructions for further follow-up action.

Subject: Observations and comments on representation.

Dear sir,

This pertains to the previously mentioned matter, in which the applicant has asked the highway authority to affix the slogan “DONATE BLOOD, SAVE LIVES” to the toll booths at the current toll plazas on the project highway.

The same was referred to an independent engineer for details and a report. The said representation was reviewed, and the following are our comments and observations:

As per Concession Agreement Article 17, Clause 7.15 guidelines, which form the basis for advertising on the project site hereunder for information purposes, the gist is as follows:

• No commercial advertisement is to be permitted upon running a highway, with an exception to the stagnated highway element’s locations.
• It also stipulates that the opinion of the highway authority, regarding distraction to the user and violations outside the guidelines of the highway authority, shall be procured beforehand for erection.
• Also, it is agreed that no compensation of any form to either party gets attracted to any proposal matured to any extent.
• Following standard procedures, the slogan introduction can be incorporated into the project highway at various locations such as rest areas, bus shelters, and telephone booths.

Conclusion

The case request is related to sloganeering on the tolling control axis to attract the attention of car or other vehicle occupants.

As requested in the said representation, fixing the written slogan on the toll gate bar or axis may cause some physical hindrance or obstruction, which may affect the tolling operation.

We are of the opinion that instead of fixing the slogan on the toll gate bar, the same may be placed at a suitable location in consultation with the concessionaire representative and as per the provisions of the concession agreement.
