With reference to your above letters and the documents submitted by you, they have been scrutinized by us. And we have no objection if you procure emulsion from the following two sources for SS-1 and RS-1:.

1. Hindustan Colas Limited.

2. Tikitar Industries India Ltd.

However, in this connection, we would like to instruct you to comply with the following:

The manufacturer’s test certificate should be submitted for every consignment.

A test should be carried out for each consignment received at site and comply with IS:8887 and the grade conforming to ASTMD 2397/AASHTO M-140.

Joint sampling of material with our reprehensive conformity test at an independent laboratory to be witnessed.

Please make it a point that, if the emulsion quality do not comply the corresponding codal provisions at any time, than this no objection will be withdrawn.

With reference to the titled subject and the document submitted by you, the same have been scrutinized by us and we would like to intimate you that, we have no objection if you procure bitumen of grade VG 30 from Indian Oil Corporation Limited,

However in this connection we would like to instruct you to comply the followings:

Manufacture’s test certificate should be submitted for every consignment

Test should be carried out for each consignment received at site and comply with MoRT&H, IS and IRC codes.

Joint sampling of material with our representative for conformity test at independent laboratory are to be done regularly.

You can go ahead with your procurement plan and meanwhile arrange a factory visit, in order to check manufacturing production process and test the materials.

With this clearance for IOC products, we would like to remind you that we had already accorded clearances for a. HPCL and b. BPCL

So, please take it seriously, that in future we will not accord any further clearances to any other company products as, we think those three sources are more than enough. Hence do not submit any other proposal in future.
