Letter on Improper Bituminous Construction Works on Highway Construction

The following content is about the improper bituminous construction works on the project highway.

  • It outlines the concessionaire’s obligations to follow standards and specifications in highway construction. This standard and specifications are as per the terms of the concession agreement.
  • This includes a letter of notice to the concessionaire by the IE about the issues on the subject. The letter summarizes various instances of improper bituminous construction work on the project highway.
  • Also, it provides comprehensive details of various issues along with a photographic presentation.
  • Also, the independent engineer made a suggestion on the subject matter.

Improper Bituminous Construction Works

The contractual provisions about standards and specifications for highway project construction

The following are the standards and specifications for highway project construction as per CA:.

As per the provisions of the concession agreement, the concessionaire must construct the project highway in conformity with the specifications and standards in Annexure 1 of Schedule D.

Annexure 1 of Schedule D of the CA stipulates that,

The Project Highways prescribes compliance with the Manual of Specifications and Standards for Highways through Public-Private Partnership published by the Planning Commission, Government of India.

Letter on Improper Bituminous Construction Works during Highway Construction

Here is a draft letter on improper bituminous construction works during the construction of the project highway. The letter addresses issues related to the non-standard construction of the project highway. The letter serves as an instruction to the concessionaire on the subject matter, adhering to the provisions of the CA. We wrote it to inform the concessionaire of the required actions and deeds. This request is as per the contractual provisions of the concession agreement.

Subject: Improper Bituminous Construction Works, Reg.

Dear Sir,

An independent engineering field team found that ongoing DBM works on the project highway were not following standard practices.

During the dense bituminous Macadam construction work within the chainage from km. 10+000 to km. 45+000, they have observed that:

  • No pneumatic broomer is being used for surface cleaning before priming is done in the above-mentioned patch.
  • Priming done (slow setting) before laying the DBM mixes must be allowed a minimum of 24 hours. Curing period, vide clause 502.4.4 of MoRT&H, fourth revision. Which was not being followed properly.
  • The pneumatic tire rollers (PTR) are to be used in all DBM and BM layers as per the real-time need, but they are not being properly fulfilled.
  • In many patches where the DBM has been completed, as in the case of Ch 11.750 to 13.250 (both sides), the kerb height from the DBM top surface is not uniform, and lots of cracks have developed apart from the DBM’s serpentine shape.
  • Further, the former DBM ends are not verticalized to form a uniform joint with the newly laid ones to achieve a firm uniform surface and level at km 14+000 to 14+150. It is observed that tools and equipment for such activities are not available on the site. All such necessary tools, equipment, and machinery shall be ensured to be available on site before the commencement of the day’s work. This should be resolved by executing team initiation, not waiting to be reminded by IE.
  • No paver laying techniques were used in the construction of the DBM layer. It is important to note and ensure that you use paver laying techniques and moving reference control methods. This involves the operation of a wire sensing device to lay the DBM 2nd layer to get a proper grade and cross-fall of the profile. Follow the same. As observed, the first layer of DBM was laid manually from km 11.000 to km 12.000 without maintaining layer thickness and levels due to urgency for traffic diversion.
  • It is observed that the application of prime coat on WMM and concrete surfaces is inadequate and does not conform to the provisions of the specification. Correct the deficit in prime coat application from km. 24+800 to 25+610. Also, ensure that the edge of the existing pavement surface during joint construction is vertical.
  • At patch work locations It is observed that the transverse joint at the end tip of the DBM patches was not in line and level with the existing profile. It is suggested that rolling procedures and patterns be implemented at the end joints of patches, just as they were adopted at the start joint. This is to avoid such failures and get uniformly level joints.

conclusion

So, you are being instructed to improve your workmanship and method. And rectify all the defects with immediate effects.

[Yours,] [Insert the name of the authorized person].

A Note to the Visitor on the Letter on Improper Bituminous Construction Works During Highway Construction.
