Following standards and specifications for highway project construction as per CA:

As per the provisions of the CA, the concessionaire shall construct the project highway in conformity with the specifications and standards in Annexure 1 of Schedule D.

Annexure 1 of Schedule D of the CA stipulates that,” The Project Highways prescribes compliance with the Manual of Specifications and Standards for Highways through a public-private partnership.” It is published by the Planning Commission, Government of India.

Subject: Deficiencies in routine construction works of highways.

Dear Sir,

During our independent engineering team’s recent site visits, we have found the following deficiencies:

  1. At chainage 10.000, where construction of Hume Pipe culvert works in progress, we found the pipe joints are not as per the specifications. The backfilling materials consisted of boulders and unsuitable materials.

  2. At chainages 25.520 (RHS) and 30.955 (LHS), where construction for the Hume Pipe culverts was in progress, we found that the pipe joints require further improvement of workmanship.

  3. Within the chainage, 11.000 to 15.000 dumped subgrade materials are being found mixed with black cotton soil lumps. This is due to the non-removal of excavated BC soil stacks.

  4. During the IE teams visit at chainages. 5.000, 9.280, and 14.343, where construction for minor bridges was in progress, curing was not up to the mark.

Hence, you are being instructed to improve your workmanship and rectify the deficiencies with immediate effect.

Subject: Miscellaneous Construction Works in the Project Highway-Reg.

Dear Sir,

During the routine visit of our team members, we have found the following discrepancies in various construction works in different chainages.

  1. In the patch, within the chainage 79.050 to Ch 79.130, WMM 2nd layer construction works were in progress. But the density for the corresponding 1st layer was not being checked by the PMC.

  2. In the patch, within the chainages 70.400 to 70.500 (LHS), the embankment construction work was in progress. But our team found that boulders of size more than 300 m are in random use.

3. In the patch, within the chainage 42.450 to 42.600 (LHS), it was found the WMM 1st layer construction was in progress on the GSB top, which was not repaired. (Here GSB was cleared some two months before, and no fresh RFIs were raised for the repair of the old GSB layer.).

You are being instructed to stop these sorts of malpractices and do the needful to regularise the faulty work.

Subject: Back filling in Completed CD structures-reg.

Dear Sir,

It has come to our notice that in many places of the project highway where the cross-drainage structures are nearing completion, backfillings are in progress, violating the standard practices. Following are our observations:

  1. Filter media are not being provided as per the standard practices where weep holes are being provided.

  2. Improper layer-by-layer compactions with a lack of a special compactor are being done.

These two discrepancies may lead to crust failure, especially in the approach portions of the CD structures. Hence you are being instructed to adopt proper methodologies while taking up the backfilling work.

During our repeated site visits, we have found that the following vital items are either not being done or not being regularly maintained.

a. Chainage markings are not visible on site.

b. ROW pillars are not being found everywhere.

c. Reference pillars are not being seen at site.

d. Toe markings are not being seen.

So, you are being instructed to take the work on a priority basis.

Subject: Deficiencies in Construction works-Regarding

 Dear Sir

 During our team’s recent site visits, we have found the following deficiencies

  1. The RWS pipe line are being laid at 0.50mt below the original ground level from ch 85-000 to Ch. 85-450 RHS, where, as per the drawing, RWS pipe lines should be laid min. 1.00mt below the invert level of the Drain. Due to this faulty laying the RWS pipe line will get damaged during the construction of the  drain in future

  2.  The finishing works are not proper at joints of walls for Pier P1 &P3 of Major bridge at Ch87-400 (Krishna Bridge)

  3. The part with of embenkant works constructed on both sides simultaneously, are approx 0.5mt above the existing road from ch67+650 to 67+780 which causes safety problems, this should be levelled at early as possible

  4.  During fog weather visibility remains less, so safety is the major issue for us at critical points. Yellow lights, are to be placed in this location for indication

  5. The median filling works are in pregres from Ch 206+550 to Ch 206+900 without mmoval of existing bituminous layer in median portion, which are not acceptable

  6. EPC completed the profile corrective course with WMM instead of DBM/BM at following  chainages

 i) Ch 200-700 Ch 208 748 LHS

ii) Ch 208+700 Ch 208+740 LHS

 iii) 208+850 to Ch 208+990 LHS

 iv) 209+090 to Ch 209+250 LHS

 This is not acceptable, as in this changed proposition the WMM is being laid on the part of existing bituminous surfaces thus a weak layer on a strong layer.

 Hence, you are being instructed to improve your workmanship and rectify the deficiencies with immediate effect.

In spite of our repeated instructions, it is a pity, that the qualities of the Kerb construction works are far below the mark. We are citing chainage wise details of all faulty Kerb construction works as below

  1. Where Kerbs are not being constructed but the 1st layer of DBM have been completed in both the carriageways
